The Trump administration has begun mailing $500 refund checks to nearly 1 million Americans in 30 states who bought health insurance through the federal HealthCare.gov exchange. The refunds, which started going out September 30, are being sent by check or direct deposit through the Treasury Department, and each check comes with a signed letter from President Donald Trump. “For years, the Biden Administration overcharged you to fund the operation of HealthCare.gov,” Trump wrote.

States that run their own exchanges are not part of the program, which covers only the 30 states that rely on the federal HealthCare.gov platform overseen by CMS, the agency led by Administrator Mehmet Oz.

They arrive as many Obamacare customers face sharply higher premiums after enhanced federal subsidies expired last year. A KFF poll in March found that half of respondents said their costs were “a lot higher” than the year before. The refunds are separate from Trump’s promise of $5,000 checks to American adults if Republicans hold Congress in November, and from the Republican health plan he has endorsed, which he calls “The Great Healthcare Plan” and says would lower drug prices, reduce premiums and increase transparency in the insurance industry.
